Meet Our Staff

Tammy Cota

Tammy Cota is executive director of the Internet Coalition. Cota previously worked as executive director of a D.C.-based internet association and has lobbied on privacy, tax and ecommerce issues in the 50-states since the early 90s. Cota is also an associate with KSE Partners and has worked for this state government relations firm since 1991, including lobbying Vermont legislators. Cota graduated summa cum laude from Champlain College in Burlington, VT, where she studied computer networking and PC support.


Shannon Wheeler

Shannon Wheeler is a legislative and regulatory analyst at KSE FOCUS, a division of KSE Partners. She currently tracks issues in all 50 states relating to legal reform, energy and supports the Internet Coalition, analyzing and reporting on emerging issues affecting online commerce. She also assists in management of The Advocacy Group (TAG), a 50-state lobbying network. She joined KSE in 2010. Shannon is a native of Lake Placid, New York. She graduated from James Madison University in Virginia, where she majored in Political Science with a minor in Political Communication.


Leif Johnson

Leif Johnson is a firm partner and President of KSE FOCUS. Leif joined KSE Partners 10 years ago and leads KSE’s strategic counsel team helping corporate and trade association clients sharpen their state government affairs operations. Johnson is also currently the managing director of The Advocacy Group (TAG), the leading state and international association of government and public affairs professionals. TAG’s inter-firm network of independent companies consists of the best lobbyists, communicators and public affairs professionals in each state and country.
